Symptoms

-- Problem Statement:
When an account is created without any service (no login), the event ordering profile is not synchronized in batch pipeline rating engine. Therefore, when a service is created afterward, pipeline rating is not possible before the ifw chains are restarted to load the profile

-- Steps To Reproduce:
Create an account with a custom opcode.
