Unable To View Invoice When Started Formatter Using PIN_CTL (Doc ID 876315.1)

Symptoms

-- Problem Statement:
Having problems in viewing invoice when started formatter using pin_ctl. The same view invoice is working fine, when started formatter with start_formatter.

 Steps To Reproduce:

Comment out below entry in cm/pin.conf 
  - fm_inv_pol html_template 0.0.0.1 /config/invoice_templates 101 

Load sample1.xsl  using  pin_load_invoice_template. 

Stop all services using stop_all 

Start all

stop_formatter

start_formatter 

Open account in Customer Center, click on View Invoice -> Able to view  invoice 

stop_formatter 

pin_ctl start formatter 

Open account in Customer Center, click on View Invoice ->  error is thrown
