Suspense reason options on Payment Center cannot be seen in the search window. The only option is <All>

The reasons.en_US has been loaded with all the strings for the suspension and /strings class is correctly populated.

Steps to Reproduce:

  1. Load the reasons.en_US
  2. Open Payment Center
  3. Search for a payment
  4. Try to select a suspense reason
