Suspense Reason Not Visualized On Payment Center

Suspense reason options on Payment Center cannot be seen in the search window. The
only option is <All>
The reasons.en_US has been loaded with all the strings for the suspension and /strings class
is correctly populated.
### Steps to Reproduce ###
- Load the reasons.en_US
- Open Payment Center
- Search for a payment
- Try to select a suspense reason
