Symptoms

-- Problem Statement:
In the real time rating, in the final authorization we are not getting Final-Units_Indication field when there are insufficient funds.

Reproduction steps:
1. Create a prepaid telephony acct which charges $1/min. Set CL=0 & Current balance = -3$
2. Send an auth request from seagull for 120 secs.
3. Send an update_reauth request from seagull for 120 secs.

When update_reauth request partially reserves $1, The Final Unit Indication field is not present in the seagull log for INSUFFICIENT_FUNDS.
