Credit Limit Check Does Not Apply During Prepaid Authorization For GPRS Service

-- Problem Statement:
On authorizing/reauthorizing GPRS session, if the prepaid customer’s balance can’t cover the entire requested quantity, then it is expected that the quantity that can’t be covered be shown as unrated(UNRATED_QUANTITY). But it rates all the quantity even though the available balance is not sufficient.

-- Steps To Reproduce:
1. create a prepaid account with gprs service.
2. call PCM_OP_TCF_AAA_AUTHORIZE with the quantity exceeding the available currency resource.

It was also noticed that the same works fine for /telco/gsm/telephony products.
