CCB V2.2.0 Control Central Name Search by Chinese/Japanese Chars Does Not Work in Tomcat (Doc ID 883412.1)

Although Oracle Utilities Customer Care and Billing (CC&B) 2.2.0 can successfully store and retrieve multi-byte language data (to/from a UTF8 database) the name searching from Control Central returns no results.

When the Tomcat Log is interrogated it shows that the Chinese/Japanese characters have been converted to an unintelligible string prior to being used within the SQL statement.

This issue affects Tomcat only - other web servers do not have the same problem.

The following steps will reproduce the problem:

1. Create a Person With a Chinese or Japanese Character Name (eg 伊藤,太郎) and note Person ID and Name.
2. Navigate to Control Central Search for the Name 伊藤 [No Records found].
3. Searching by Person ID will display the Person with the correct name.
