Wrong Neid And Tech_type Generated In Orderfailevent On Rollback Completion

Symptoms
If a failure causes a rollback, orderFailEvent is generated on completion of order. The expected behaviour is to have this event contain an error code and associated error description, the neId, tech_type and softwareLoad parameters identify which network element the service failed on and the associated type and software load of that cartridge.
There was a failure in an <NE_NAME> NE, but the neId was sent with an HLR's details. The reason being that the last rollback ASDL to complete was for a HLR and looks like this was over-writing the value.
