Provisioning Service Orders Not Generated Upon Account Inactivation/Reactivation (Doc ID 886162.1)

Symptoms

Problem description:

Provisioning service orders are not generated for some services upon account inactivation/reactivation for accounts created when validate_deal_dependencies was ON. For accounts created when validate_deal_dependencies was OFF, the process works fine. This issue happens when account has some required and some optional services.

Steps To Reproduce:

1) plan created as "PlanWithOptions" with below configuration:

Deal Standard FAX Add on as Optional deal
Deal Standard GSM Telephony as mandatory deal

2) cm pin.conf entries:

- fm_tcf provisioning_enabled 1
- fm_tcf agent_return 1
- fm_tcf simulate_agent 0
- fm_utils validate_deal_dependencies 1

3) Create an account using the above plan where the optional deal "Standard FAX Add on" made as required while account creation.
4) Two service orders have been generated for both TEL and FAX services
5) Process the Service orders for both TEL and FAX
6) Change the account status from Active to Inactive

Actual Results:

6.1) One service order has generated for TEL service only.
       There is no service order generated for FAX service.
6.2) Process the Service order

7) Change the account status from Inactive -> Active

7.1) One service order has generated for TEL service only.
       There is no service order generated for FAX service.
