Resource Bucket Granted For Next Billcycle Having Wrong Validity Period (Doc ID 886965.1)

Requirement was to create a promotion which goes as follows:
If the customer makes calls worth 100 USD in the current month he/she should get 500 Free Minutes
in the next month.

To achieve above steps followed are:
1. Create an aggregator discount which can track and sum up the usage charges throughout the month.
2. Create one BillTime Discount which gives 500 free minutes for the next month. In the discount configuration for 'resource validity period' select 'Impact' and configure 1 for 'cycle after event occurs'.
3. Create one account on 10th July with DOM as 1.
4. For the month of July send CDR having charge worth 110 USD so that the account becomes eligible
for discount.
5. Move the pin_virtual_time to 2nd August, and run billing.

There should be one resource bucket created with Valid From = 1st Aug, valid To = 1st Sep,
Current_bal = -500 [min]

Actual result:
Resource bucket is created with Valid From = 10th Aug, valid To = 1st Sep, Current_bal = -500 [min]

So here the problem is the customer does not get discount for the period 1st Aug to 10th Aug event though they have free minutes.
