BRM Tax Reports Look For Tax Supplier In Wrong Table

BRM tax reports do not work.

In previous versions of BRM, there was a /profile/tax_supplier object for each tax supplier and a
single /config/tax_supplier object to indicate the default tax supplier. At some point, this was
changed to eliminate the profile objects in favor of an array in the config object of the tax suppliers
(and a field indicating which one is the default). However, the Portal Base Reports tax reports still
join event_t.tax_supplier to profile_t.poid_id0, when what the reports should do now is to join
event_t.tax_supplier to config_taxs_t rec_id.

Steps to Reproduce
Configure BRM to generate taxes (can use internal simple tax engine) and generate some purchase
fees with taxes associated with them. To get to this point, at least one tax supplier has been loaded
into /config/tax_supplier.

Try to execute the OOB Tax Jurisdiction Summary report on BRM 7.3.1. There is no output no
matter what combination of parameters is used, because the report is joining event_t.tax_supplier to
profile_t.poid_id0. The first tax supplier added gets element ID 1, which is the value in
event_t.tax_supplier when the event is generated. This is NOT a profile_t.poid_id0 value but instead
is a config_taxs_t.rec_id value.
