Health Professional Does Not Check 'N' In the MedWatch (Doc ID 887833.1)

Symptoms

On AERS 4.6.1:

Under Reporters Tab - when the 'Health Professional' check box is NOT checked, 'No' is not being
checked on the MedWatch Report- box E.2 report output.

EXPECTED BEHAVIOR
Expect to see NO checked in MedWatch box "No" E.2

-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Log into AERS 4.6.1
2. Open Case
3. Navigate to Reports Tab, Uncheck 'Health Professional' checkbox.
4. Generate a Medwatch Report
Check Box E2 has 'NO' checked.- it is not.

Due to this issue, the Business cannot rely on the information produced by the report.
