Allocate Button Greyed Out In Customer Center

-- Problem Statement:
Allocate Payment button in Payment details page and Allocate Adjustment button in Adjustment Details page are disabled if the bill balance is negative.

-- Steps To Reproduce:
Open an account in Customer Center with negative bill balance.
Go to balance tab.
Try to allocate, but the allocation button is grayed out.
