In CCB v.2.2.0 NBB Covered SA Navigation Option Does Not Populate The Correct Context

On a Non-Billed Budget (NBB), when clicking on the GoTo button associated with the Covered Service Agreements (SAs) the system should navigate to the SA Maintenance page for the covered SA, but is currently navigating to the SA Maintenance page for the NBB SA instead.
