Failure In Timos Triggered By Database Outage - "Unhealthy State" Error (Doc ID 889866.1)

Symptoms

Following an issue with oracle RAC database, TIMOS failed to recover from the database outage.
Realtime rating became unavailable and TIMOS started to constantly split out diagnostic error files.

Patch_8483019 was installed.

Workaround is to restart dm_oracle_aaa and issued SNMP switchover of TIMOS to the primary.

TIMOS should recover from outage. Why TIMOS did not recover?

-- Steps To Reproduce:
The dm_oracle_aaa log which will be provided shows that the database became unavailable. What
happened following that to trigger is problem is unknown.
