P3,SureTrak 3.x Pervasive.SQL 2000i Server engine Unable to open project due to Lock files (*.lck files) in the project directory on a Pervasive.SQL Server.

When a Pervasive.SQL client tries to connect to project files via P3 or Suretrak, they are either unable to access the project and/or lock files (*.lck files) are created in the same folder as the project files.
