 Cause 1 - Java Runtime Environment Not Installed
 Cause 2 - Java Browser Plugin Disabled
 Cause 3 - Norton Internet Security is Norton Internet Security is installed on the client machine with the issue.
 Cause 4 - The Windows Firewall is enabled
 Cause 5 - Version of Java is higher than the tested version.
 Cause 6 - server.xml is pointing to a specific IP address on a server that has multiple IP addresses
 Cause 7 - Site Not Added to HTTP Location Exception List (JRE 7 Update 51 and Later)
 Cause 8 - Proxy server option was enabled in Internet Explorer
