Symptoms

When attempting to do any of the following tasks:

Creating or configuring a database alias.
Creating or upgrading a database (configasst.exe or dbsetup.bat)
Running a schema validation (valsch.exe or validate.bat)
Starting the TPGS Windows service and the error is shown in the Windows event viewer.

...one of the following errors occurs:

ORA-12154: TNS could not resolve the connect identifier specified

ORA-12514: TNS:listener could not resolve SERVICE_NAME given in connect descriptor
