Error Attempting to Start Final Phase to Create Change Order via Change Management

This solution addresses the following issues:
- 'Error' when attempting to start the final phase of a Commitment change document via Change Management.
- ERROR: null when starting Final phase in Change Management.
- Error when adding a Change Order through Change Management.
- When attempting to start the final phase in the budgeted section, nothing happens.
- When attempting to start the Final phase in the budgeted section, a small window appears in the background and no record is created. Right-clicking on the Internet Explorer bar in the task bar and selecting Move will bring the window into the foreground, which shows a button with the text, "Return to Log".
