Error: "Primavera Project Management Has Stopped Working. Windows Can Check Online For Solutions To The Problem" When Attempting To Logon

The following error is encountered when attempting to run some P6 executables such as Project Management (pm.exe), Methodology Management (mm.exe), Database Configuration (dbconfig.exe) or Primavera Background Agent (prmBackgroundAgent.exe) on Windows Vista:
- Primavera Project Management has stopped working. Windows can check online for solutions to the problem. Check on dbconfig.exe.
- Methodology Management has stopped working.
- Database Configuration has stopped working.
- PrmBackgroundAgent.exe has stopped working.
