ERROR: Unable to find User Profile when Attempting to Create New User Account (Doc ID 907809.1)

Symptoms

Cannot add new user account. New user account created from scratch or based on an existing user account does not work. The server log displays the following error:

INFO  [STDOUT] ERROR - UserProfileSessionBean..getDataForUserProfile:Error in companySessionBean
ERROR [STDERR] javax.ejb.CreateException: Unable to create new admn record Recieve the following message when trying to save new user account: Error ERROR: Unable to find User Profile.
