The Contract Management application is not responding, and the web service must be stopped and restarted to resolve the issue. The application server log indicates an Out of Memoryerror similar to the following:
Exception in thread "http-0.0.0.0-443"
ERROR [STDERR] java.lang.OutOfMemoryError: unable to create new native thread
