The following error is encountered when attempting to start the SQL Server (primavera) service:
Windows could not start the SQL Server (PRIMAVERA) on Local Computer. For more information, review the System Event Log. If this is a non-Microsoft service, contact the service vendor, and refer to service-specific error code 10048. Unable to start the SQL SERVER service. 

Viewing the Windows Event Log shows the following error message (port number will vary):
Server TCP provider failed to listen on ['any' <IPv4> 2683]. TCP port is already in use.
