RFI Notification e-mail is sent from Contract Management, but the e-mail is never received

Request for Information (RFI) answer notification e-mail is sent from Contract Management, but the e-mail is never received. When creating a new RFI document, the user to whom the RFI is addressed receives the RFI notification e-mail. When the user answers the document and changes the BIC to the "From" party in the RFI, the "From" party never receives the answer notification e-mail.
