AVAA0 Errors When Opening A Project Or Opening The Admin, Users Menu For The First Time

Symptoms
When attempting to open a project or open the Admin > Users menu for the first time, the following event codes occur:
- TINAT-2680-D
- VTDCF-0764-B
- AVAA0-2772-4
- FPDBZ-3853-D
- AVAA0-1889-3
- AVAA0-2053-4
Additional Notes:
- Once the error occurs, the user is able to open projects and the Admin, Users menu without experiencing the error during their active session.
- Non-admin superusers who do not have access to the EPS containing the problem Project may not encounter the errors at all.
- Due to the nature of this issue, users may not be able to log in to P6 if they have a project open when they log out.
- It has been observed that the error may occur on a particular workstation, but when tested from another workstation the error does not occur.
