Patch 8276249 Disables Fusa File Encryption

Problem Statement

After installing <>, the fusa{s,r}* files generated by dm_fusa contain clear-text credit card numbers.

Steps To Reproduce

  1. Create some accounts with charges and credit card payment type.

  2. Run pin_collect as in pin_bill_day to generate a dm_fusa batch.

  3. Check the sys/dm_fusa/fusa_temp/fusa* files, to see that credit card #s are not encrypted
