Bill Now Opcode Is Causing First Usage Products To Generate Their Purchase Fees

Setting up a deal to charge purchase and cycle fees at first usage unexpectedly charges those fees
if Bill Now is executed immediately thereafter.
-- the expected result:
Bill Now (and on demand or cycle billing for that matter if the problem also occurs there) do not
cause First Usage products to generate fees as if first usage was received.
-- the actual result:
Purchase and cycle fees are generated even though no usage events are generated to trigger first
-- Steps To Reproduce:
1. Load "basicISP.xml" sample pricing (XML/IPL found in setup/scripts).
2. Use Pricing Center to update Deal 2a and check the First Usage box for the Purchase fee
(automatically converts cycle and usage fees to the same). Commit to DB.
3. Create account the uses the plan containing Deal 2a. Note that no purchase or cycle fee events
are created for /service/ip (holding the First Usage deal), though the cycle fee event is created
for /service/email (which is not First Usage).
4. Execute PCM_OP_BILL_MAKE_BILL_NOW on the account.
