Symptoms

After the installation of Jinitiator on the middletier, when attempting to log into the AERS
Application a blank window is launched and appears to hang. The Application is never launched.

-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Log into Portal
2. Select AERS 4.6.1 from External Link
