Effective_t Date In Purchased_product_t Table Is Not Updated When Service Is Cancelled (Doc ID 943878.1)

Symptoms

-- Problem Statement:
When a plan is purchased and later cancelled, the table service_t and purchased_discount_t both have their effective_t date updated to the cancellation date, but the purchased_product_t does not.

-- Steps To Reproduce:
Create an account and purchase a plan.
Move time forward 1 month and run billing.
Move time forward 1/2 month and cancel the service.
Check the values in /purchased_product, /purchased_discount, /service.
