Logging into TMS or AERS causes Repeated Jinitiator Installation

When a user navigates to the launch page for the Oracle Thesaurus Management System (TMS) or Adverse Event Reporting System (AERS) they are prompted to download and install Jinitiator. Jinitiator version 220.127.116.11 downloads and installs, but the login form never spawns. Subsequent attempts to log in from the launch page result in additional Jinitiator installations but the login form never spawns.
The fix suggested by <Note 726526.1> "When Trying To Start TMS Application, User Is Always Asked To Install JInitiator And TMS Does Not Open" does not resolve the problem.
