How To Add Information To A Telco Service Order?

The users need to be able to add supplemental information to a service order as it's being created in
certain cases.

The Billing and Revenue Management (BRM) documentation states that "PCM_OP_TELCO_PROV_POL_CREATE_SVC_ORDER as part of the state transition and can be customized to change some value in the service order. This opcode calls the
opcodes that update the service order."

However, there is no source directory for this policy opcode, and also the opcode is not
defined in the include files anywhere.

The question is what do the users need to do to add supplemental information to a service order before
its published to the dm_prov_telco, particularly in the case of a device state change? The users are doing
a device replacement (swap) and can't find any relevant guidance in the documentation other than it
is possible to do this.
