AERS Multischema Installation Patch External Application Links fail with ORA-00942 (Doc ID 945424.1)

On 4.6.1. after applying multi-schema to a Test Installation:

When attempting to Click on External Application Links or access FAT the following errors occur:

Global Maintenance produces form error:

 FRM-40735: WHEN-NEW-FORM-INSTANCE trigger raised unhandled exception ORA-00942

FAT produces a permission error.

You do not have permission to run Oracle AERS. Please contact your System Administrator.

(Both will work from the new 'AERS Links' tab)

Steps To Reproduce:

  1. Launch Oracle AERS From External Applications Link
  2. Alternatively access FAT from within AERS
