Collections Scenario Actions Are Not Scheduled Properly (Doc ID 945993.1)

Symptoms

On Oracle Communications Billing and Revenue Management(BRM), 7.3.1.0.0 version, Collections Scenario actions are not scheduled properly.

Steps To Reproduce:

 1) setenv TZ Arctic/Longyearbyen and Restart the cm and dm. 
 2) In Collection Configuration center. 
     Entry Criteria:     
     Amount $4.00 ;  Days   2.00 
 
     Days Actions: 
     21 Inactivate Services of Billinfo 
     49 Close Services of Billinfo 
 3) Create an account on 23 rd July 2009 with default Plan1. 
 4) Move pin_virtual_time to 23 rd August 2009 and run pin_bill_day. Bill is created with amount 25.90 and due date is Sept 22,2009. 
 5) Move pin_virtual_time 24 th September 2009 and run 
     apps/pin_collections/pin_collections_process so that account will enter into collections. 
 
 Actual Result:
 Inactivate Service of Billinfo will be scheduled on Oct 15,2009. 
 Close Services of Billinfo will be scheduled on Nov 11,2009.   
 
 Expected Result:
 Inactivate Service of Billinfo will be scheduled on Oct 15,2009. 
 Close Services of Billinfo will be scheduled on Nov 12,2009. 
 Move pin_virtual_time to Oct 15,2009 Service state is : Inactivate 
 Move pin_virtual_time to Nov 12,2009 Service state is : Close
