Delay Task Is Not Being Re-Evaluated By OSM

-- Problem Statement:

A process flow was created containing a delay task. The delay task has a text-based rule that
evaluates to “true” only after a set time interval has passed since the task instance began. The
delay task is set to be evaluated “periodically” and proceed to a completion task once it
evaluates to true. What is being experienced however is that the delay task rule is never being
evaluated after having run for quite a long time.

-- Steps To Reproduce:
1) Create a new order
2) Complete the first task
3) The second task is the delay task

-- Business Impact:
All workflows have the delay task, they have to wait till the last minute to allow changes to
the order before provisioning.
