This problem can occur on any platform.
The system isn’t doing a refresh of the header and new task status to 'PLANNING' automatically after the user adds a new task to a Fleet Work Order. Both the new task and header still show ‘ACTIVE’ after the new task is added and the user returns to the header. The user must exit the module or record and reopen the record OR Refresh the HEADER to see the change from Active to Planning. This is misleading because the users believe the task is 'ACTIVE' so when they try to process a labor entry against the task they get an error because the task is really in 'PLANNING' status and must first be set to 'ACTIVE
