Order of Services Did Not Match Pricing Plan Order of Services (Doc ID 949431.1)

Symptoms

The order of services within Customer Center services panel is sorted in alphabetical order for display, which did not match the order of services as stored in the database and referenced using plan_services_t rec_id.

-- Steps To Reproduce:
1. Create pricing plan with service email, ip, dsl, and broadbrand
2. Commit to database
3. Launch Customer Center 7.3.1 and invoke new account creation wizard for consumer account
4. Fill in the customer data within the wizard, click next
