ORA-00020 Core Database Initialization, NEP Server (Doc ID 950080.1)

This is a fatal error that you could find in any ASAP server ${ENV_ID}.diag file.

In this case the NEP server could not connect to the Oracle database (and hence, not start up properly) because of the number of processes has been exceeded.
