Unable to disconnect a telephone number after prior change order Is cancelled

createOrderByValueRequest and receive the following error message:
Message: Unable to validate item 1 Product group 0.
Error Code 31029:"X" (XXXXXX) cannot be disconnected
because all its child items are not on this order.
Error Code 30764:Unable to validate item 1 Product group 0.

2.) Complete and work the tasks to place the product ordered via the PSR in step 1 INSERVICE
3.) Create a PSR change order adding some features to the INSERVICE physical connection created
in the PSR from step 1
4.) After the change order created immediately perform a SUPP cancel on the PSR order created in
5.) After the completion of the SUPP cancel of the PSR order in step 4 create a disconnect PSR
order for product created in step 1 using the XML API createOrderByValueRequest
product that has a canceled child service item on a prior PSR order
