BRM Is Not Charging The Customers After Service Reactivation (Proration Charges) (Doc ID 951204.1)

After a service reactivation, BRM is not applying the proration charges to the accounts.

Steps to reproduce:

1. Created an account with plan which has quarterly cycle event. Proration is enabled for the cycle products in the price plan.
2. After creating the account, inactivated the service. Due to proration it refunds the unused charges to the customer.
3. After reactivation of the service, it's not charging the customers. This is happening only for some accounts.
