Symptoms
When attempting to upload usage file (LSE or IMP extension) via the web framework, the following error occurs:
Error:
"TypeError (0x800a138f): 'Parser.Item(...)' is null or not an object"
Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Log in to EIP
2. Select Usage - Cuts - Upload File
3. Select a Valid LSE or IMP file and click Upload

This problem could happen on a new server or on an existing server when permissions have recently been changed.
