Uploading Report Template XSD File through EIP Shows Blank File On Export

Symptoms
Uploading XSD through the Lodestar EIP does not work in the Report Administration menu of the
Web. When adding a new report and selecting the proper XSD template file, the file is not uploaded into the database.
In Lodestar EIP, from the Main Menu navigate to the Tools and Utilities-> Report Admin>Template Tab.
Click on Add and fill out the appropriate fields. Browse and select an XSD template file. Click Save. The Record will be saved. Click on the Export Link and select Open. The file shows blank.
