TMS 4.6.1: ORA-29861: domain index is marked LOADING/FAILED/UNUSABLE

Goal
The activation of any new term in TMS 4.6.1 gives the ORA-29861 error.
Followed the solution from <note 567606.1> but @tmscincontextinx.sql is still showing the following error :
Steps to Reproduce:
- In TMS 4.6.1, navigate to:
- Repository Maintenance
- Maintain Repository Data
- Enter any term , then click on Transfer Data.
- Error : ORA-20000: ORA-20000: ORA-29861: domain index is marked LOADING/FAILED/UNUSABLE
