Edit Checks Do Not Pop Up While Routine Entry (Doc ID 957234.1)

This problem can occur on any platform.


-- Problem Statement:
In AERS 4.6.1 , the edit checks are not firing(even with expected rules) in interactive mode when
logged in as a user who is a heads up in Administrator console.

-- Steps To Reproduce:
Login into AERS as heads up user.
Open a case a, do data entry , save case.
No edit checks fired as expected .

-- Business Impact:
Unable to do run time identification of discrepancy.
