Unable To Switch Among Multiple "External" Payment Types (Doc ID 959162.1)

Symptoms

problem:
On "Billing Payment Method" panel of "Payments" tab, when switching among multiple custom payment type accounts, Customer Center does not seem to notice and save the change. This means, we cannot switch among different custom payment type accounts.

This does not seem to happen to Out of Box (OOB) payment type accounts because a number (for example, bank number for debit or credit card number for credit card type, etc.) is attached to the payment method name as a differentiation. For custom payment type, there is no such a differentiation.
