MSCPLD Loader Worker Fails With ORA-14400 (Doc ID 960022.1)

Symptoms

When attempting to run ASCP plan,Loader Worker fails with the following error

ERROR
MSCPLD module: Loader Worker With Direct Load Option
Record 1: Rejected - Error on table MSC.MSC_SYSTEM_ITEMS.
ORA-14400: inserted partition key does not map to any partition

STEPS

The issue can be reproduced at will with the following steps:
1. Navigate to Advanced Supply Chain Planning > Supply Chain Plan > Launch
2. Select the plan to be Launched and Launch the plan.
3. See that Loader Worker fails with the said error
