Partial Rating When Credit Limit Exceeded

Goal

In the case where credit limit is exceeded, rating is only partially done. One part of quantity stays unrated.

-- Steps To Reproduce:
1. Open account which has credit limit resource 3000006 set to 30
2. Current balance of resource 3000006 is 27
3. Rate event that should add 5 units of the resource 3000006. For this input flist for
PCM_OP_ACT_USAGE looks like this:

Rated quantity is 3, unrated is 2. Rating status is 24. For our purpose, in case credit limit is exceeded, we expect the event is not rated at all.

Event type "/event/activity/p2p_TopUp" is custom event.
