A Duplicate TAPIN Record Does not Generate A Rap File. (Doc ID 960776.1)

Symptoms

-- Problem Statement:
When a duplicate TAPIN file is processed, TAPIN processing pipeline does not generate a RAPOUT file.
If there is a Duplicate stream configured with OUT_Reject module and if this stream is provided in
FCT_Duplicate, then duplicate TAPIN CDR is rejected with Duplicate error and EDR is generated in
Duplicate output stream. If the same scenario is repeated with RapOutput stream as stream in
FCT_Duplicate, a duplicate error is thrown in stream log but no RAP file is generated.

### Steps to Reproduce ###
1. Configure a TAPIN processing pipeline.
2. Configure FCT_Duplicate and set streamName = RapOutput.
3. Set a TAPIN file this should get processed fine.
4. send same cdr in different TAPIN file, CDR will be rejected with duplicate error.

-- Business Impact:
Cannot send RAP file to Roaming partner in case of duplicate.
