Drug Labelling Not Working on Local Labelling Records That Do Not Have a License # Or Type (Doc ID 966487.1)

Some drug approval records do not have license types or license numbers.

This is generally true for products that are used in clinical trials.

When you enter local labels for these drug approval records, the 'derived' column is calculated correctly, but nothing happens when drug labeling is run.

Steps To Reproduce:

Agency = TEST1, License Type = null, License Number = null, Label = {any label}
Agency = TEST2, License Type = CTA, License Number = null, Label = {any label}
Agency = TEST3, License Type = CTA, License Number = 1234, Label = {any label}
