PIN_CYCLE_FORWARD Never Ends Execution

pin_cycle_forward does not terminate.
The pin_cycle_forward utility was added in cron tab on Monday Aug 24. As per the cron tab entry, it was started executing from Aug 25, 1:15. As it was not completed, it kept running and next day, Aug 26 1:15, one more pin_cycle_forward started in parallel to first one. And so on. On Aug 28, 4 pin_cycle_forward processes were running concurrently. They were then killed.
We can see that there are multiple cycle fee arrays created by using:
select obj_id0,count(obj_id0) from PURCHASED_PRODUCT_CYCLE_FEES_T group by obj_id0 having count(obj_id0)>1;
