"Parent Bill Unit To Pay" Not Set While Switching To Pay By Parent

Symptoms

-- Problem Statement:
In Customer Center patch 8997124, for a child account, once switching its payment method to "Paid By Parent Account" in Payments panel, the next "Parent Bill Unit To Pay" box is only made editable but no value was set, even there is only one payment unit for its parent.

However, the behavior in patch 8593056 is different. For the same account, once its Payment Method is switched to Paid By Parent Account, the Parent Bill Unit To Pay box is set with "Default Billinfo".
