DDS_ALARM_LOG Does Not Reflect Specified USER_TIME from Control Tool for Model Edits (Doc ID 970850.1)

The actual time that a model edit (e.g. Jumper) was made in the field does not get saved in the same manner as other operations. The expectation is that if the user entered a time in the ControlTool for the model edit, this will be saved in the DDS_ALARM_LOG.
